So, here is a guy is taking a plane on a joyride and plans to crash it in a walmart (or somewhere heavily populated), scaring people on the ground because he keeps circling around in the sky over areas. However, the military hasn't been activated to take the plane down (either escort or tactical advantage) to protect the innocent?
